There is laxity and lack of mechanisms to address the entire criminal justice system. The National Police Service Commission Act and the National Police Service Act that Kibaki assented to will deprive the executive powers to use theforce as an agency of terror and civilian repression. The preferential treatement to police and judiciary will in the long run hurt the system as a whole.
