Why the Inspector General of Police must be a Civilian
Miguna Miguna asserts that many of the worst crimes in Kenya have been committed by the police. They were involved in the Wagalla massacre, the 1992 and 1997 ethnic clashes, the 2007/8 PEV among other extra-judicial killings. The police are supposed to protect us from harm but they perpetrate the harm and therefore they cannot be trusted. This therefore means that reforming the sector will require a break from this history by appointing a civilian to head the police service. Source: The Star, Pg 23 Date: Tuesday, 13 Sep 2011
